No, you do not need to be a U.S. citizen to file a complaint with the CFPB. Anyone who has experienced an issue with a covered financial product or service in the U.S. can submit a complaint, including non-citizens, residents, or even consumers abroad dealing with U.S.-based companies. The CFPB accepts complaints in over 180 languages.
After submission, the CFPB reviews your complaint for completeness within 1–2 days and forwards it to the company, which must respond within 15 days (extendable to 60 with notice). The company provides its response and any resolution; you can review and reply within 60 days. CFPB then closes the complaint as “closed with explanation,” “closed with monetary relief,” or “closed with non-monetary relief,” and may use aggregated data for enforcement or policy.
